The "UN3171 Cargo Safety Transportation Promotion Conference" hosted by Yantian Maritime Bureau was successfully held on September 27, 2023, from 9:30 am to 12:00 pm, at Room 101 on the first floor of Yantian International. Nuocheng Safety was invited to participate and provide an introduction to the knowledge related to the sea freight appraisal of new energy vehicles.


Meeting Summary

To continuously improve the safety of new energy vehicle sea freight container export transportation and enhance the effectiveness of maritime optimization in the business environment. On the morning of September 27th, at the initiative of Yantian Maritime Bureau, representatives from related industries such as COSCO Shipping, Evergreen Shipping, Nuocheng (Shenzhen) Safety Technology Co., Ltd., Pingyan Railway, export car companies, logistics companies, and "two employees" held a new energy vehicle container sea freight export safety exchange meeting at Yantian International Building.


At the meeting, Yantian Maritime Bureau first introduced the current situation and relevant regulations of new energy vehicle transportation in Yantian Port, and analyzed in detail the related risks of new energy vehicle container transportation, emphasizing the importance of new energy vehicle binding and product quality for safe transportation. Subsequently, COSCO Shipping and EVA Shipping introduced their respective company's document requirements, ship operation requirements, and experience practices for new energy vehicle containers. Nuocheng (Shenzhen) Safety Technology Co., Ltd. provided an explanation on the application process for maritime appraisal of new energy vehicles, as well as the revision trend of new energy vehicle related items in the International Maritime Dangerous Goods Regulations. Pingyan Railway Company shared its exploration and experience in standardizing and formalizing the safe packaging of new energy vehicles. Finally, the attendees had in-depth discussions on the safe transportation of new energy vehicle containers. Through this exchange meeting, relevant industry units have gained a deeper and more comprehensive understanding of the management requirements for new energy vehicle container shipping, laying the foundation for building a safe export pattern for new energy vehicle shipping through joint construction, governance, and sharing.


Next, Yantian Maritime Safety Administration announced that it will continue to pay attention to the changes in the container business of new energy vehicles, adhere to the concept of pre supervision and problem orientation, control risks from the source, strive to create a good atmosphere for the entire industry chain to jointly resolve the risks of new energy vehicle shipping, improve the quality of maritime services in optimizing the business environment, ensure the safe and compliant export of new energy vehicles, and help China's new energy vehicle export business improve both safety and efficiency.


Conference theme

UN3171 has a large number of goods and complex varieties in its jurisdiction, ranging from small balance trucks to large buses, with different emphasis on safety measures for each type of goods; I have accumulated some experience in exporting electric vehicles before and plan to expand the entire UN3171 category.


The conference focuses on enhancing the export safety of UN3171 through maritime means, and invites appraisal agencies, shipping companies, relevant manufacturers, and representatives from both parties to participate and exchange ideas together.

UN3171 Introduction

According to international regulations such as the United Nations Recommendations on the Transport of Dangerous Goods (TDG), the International Maritime Dangerous Goods Code (IMDG), and the International Air Transport Association Dangerous Goods Code (IATA-DGR), power batteries are classified into two categories: UN3480 (individual transport of carp batteries) and UN3171 (battery powered vehicles or equipment), which belong to Class 9 dangerous goods and require passing the UN38.3 test during transportation. With the continuous development of new energy, the export of new energy vehicles has increased, and there are more new energy vehicles for container transportation than before.


According to international regulations such as the Maritime Dangerous Goods Regulations, new energy vehicles are vehicles driven by power batteries and should be classified as Class 9 dangerous goods UN3171. Although it is a dangerous goods, it does not require a dangerous goods certificate for transportation by sea or land as a non restricted cargo.

1. UN38.3 Lithium Battery Test Report, Test Summary, Ocean Freight Transport Condition Identification Certificate, MSDS.

2. Customs declaration documents (packing list, invoice, contract, customs declaration, export license, etc.)
