Special warehouses that meet standards must be established for storing explosive chemicals, and a safe distance must be maintained from surrounding living areas, offices, and important facilities based on the type, nature, quantity, and level of danger of the explosive chemicals. Special warehouses for explosive chemicals should comply with national standards for safety and fire safety, and be clearly marked. The storage equipment and safety facilities of specialized warehouses for explosive chemicals should be regularly inspected. For the production, storage, and use of explosive chemicals, corresponding safety facilities and equipment such as monitoring, ventilation, sun protection, temperature regulation, fire prevention, fire extinguishing, explosion prevention, pressure relief, gas defense, disinfection, neutralization, moisture prevention, lightning protection, anti-static, anti-corrosion, leakage prevention, protective embankments, or isolation operations should be set up in workshops, warehouses, and other workplaces according to the types and characteristics of hazardous chemicals. Maintenance and upkeep should be carried out in accordance with national standards and relevant regulations to ensure compliance with safety operation requirements.

The storage and preservation of explosive materials must comply with the following regulations:

① Explosive chemicals must be classified and stored separately, stacked, and spaced in accordance with relevant regulations, and shall not be stored in excess; Explosive materials that are flammable and explosive in the event of fire shall not be stored outdoors, in damp, leaking, or low-lying areas that are prone to water accumulation.
② Explosive materials with conflicting chemical properties or incompatible protection and fire extinguishing methods shall not be stored in the same warehouse or storage room.
③ The explosive chemicals are subject to a five double system of "two people receiving, two people using, two people managing, two locks, and two accounts".
④ Special accounts should be established for explosive chemicals, and the accounts should be clear and consistent with the actual materials.

⑤ Explosive chemicals entering and leaving the warehouse must be inspected and registered. Regular chassis inspections must be conducted on the inventory of explosive chemicals. If any loss or theft is found, it should be immediately reported to the local public security organs.
⑥ Establish a sound safety management system in the warehouse area, strictly prohibit unrelated personnel from entering, and prohibit smoking and fireworks inside the warehouse.

1. The places where explosive chemicals are used must establish and strictly implement safety management systems and safety operating procedures. According to the properties of the explosive chemicals used, corresponding safety and fire prevention measures, equipment, and necessary protective and rescue supplies should be set up.

2. Strictly abide by the collection and return system, and the remaining explosive chemicals used during the shift must be returned to the original issuing department for safekeeping before leaving work or handing over the shift.
3. Equipment, containers, and tools that use explosive chemicals must be used securely, stored properly after use, and promptly cleaned and disinfected.
4. Places where explosive chemicals are used must be well ventilated, with strict entry and exit regulations. Unauthorized personnel are strictly prohibited from entering, personal living items are strictly prohibited from being stored in the workplace, drinking and eating are strictly prohibited in the workplace, and activities that obstruct safety are strictly prohibited in the workplace.
5. Operators who use explosive chemicals must undergo training and obtain a work permit issued by the relevant competent department before they can operate.
