1、 Process

Fill in the inspection application form → submit materials and samples → accept inspection applications → preliminary review of materials → testing and evaluation → issue certificates.


2、 Materials to be submitted

1. Inspection Application Form - Entrusted Inspection Business Application Form (Hazardous Chemicals);

2. The applicant's declaration of the composition of their goods;

3. Safety Data Sheet (SDS) to be reviewed: original and electronic versions (in Chinese);

4. Dangerous information disclosure labels for the inner and outer packaging of goods that need to be reviewed: samples and electronic versions (in Chinese);

5. Copy of the applicant's business license;

6. Declaration of voluntary delegation.


3、 Quantity and Management of Samples for Inspection

1. The sample to be tested is solid and requires 300-500 grams (if the sample needs to undergo self heating testing, 3L of sample is required);

2. The sample to be tested is a liquid and requires 300-500 milliliters (if the sample needs to be subjected to metal corrosion, a sample of 3.5L is required);

3. If the sample to be tested is aerosol or smoke agent, 4-5 cans of unopened brand new samples are required;

4. If you are unsure about the quantity of samples to be tested or if there are particularly valuable samples, please contact us by phone first;

5. The packaging (or bottle) of the submitted sample should indicate the name of the sample and the name of the submitting unit;

For the convenience of verification, the laboratory needs to retain all incoming samples. If valuable or special samples need to be returned, please communicate in advance.


What is the declaration of imported hazardous chemicals?

There are many dangerous chemicals in life, most of which are disinfectants, such as alcohol, iodine, 84 disinfectant, some spices, perfume, paints, inks, coatings, resins, adhesives, etc. The safety of dangerous chemicals is related to personal property and social public safety, which is highly concerned by all sectors of society. Compared to general goods, what are the procedures and regulations for customs declaration and clearance of imported hazardous chemicals? Let's take a look together:


1、 What are hazardous chemicals? According to Article 3 of the Regulations on the Safety Management of Hazardous Chemicals (State Council Decree No. 591), hazardous chemicals referred to in this Regulation refer to highly toxic chemicals and other chemicals that have toxic, corrosive, explosive, flammable, and combustible properties, and pose a threat to human health, facilities, and the environment. Dangerous goods refer to items that are prone to combustion, explosion, corrosion, poisoning, or radiation, and can cause personal injury and property damage during transportation and storage. Special protective facilities and measures must be taken for these goods. The packaging of dangerous goods refers to the packaging containers that contain dangerous goods, usually including packaging containers with a capacity of no more than 450 liters and a net weight of no more than 400 kilograms, medium bulk containers, large containers (large packaging), and pressure containers, spray cans and small gas containers, portable tanks and multi gas containers.


2、 The scope of declaration for imported hazardous chemicals is based on the "Law of the People's Republic of China on Import and Export Commodity Inspection" and its implementation regulations, the "Regulations on the Safety Management of Hazardous Chemicals", the "Announcement on Relevant Issues Concerning the Inspection and Supervision of Import and Export Hazardous Chemicals and Their Packaging" (No. 129 of 2020) issued by the General Administration of Customs, and other relevant regulations. The imported and exported hazardous chemicals listed in the "Catalogue of Hazardous Chemicals" (2015 edition) (hereinafter referred to as the "Catalogue"), regardless of whether they are listed in the "Catalogue of Legal Inspection", are all legally inspected goods and must be declared to the customs when importing or exporting.


3、 Relevant laws, regulations, and standards for the inspection and supervision of hazardous chemicals

1. Import and Export Commodity Inspection Law of the People's Republic of China and its implementing regulations;

2. Regulations on the Safety Management of Hazardous Chemicals;

Announcement on Relevant Issues Concerning the Inspection and Supervision of Import and Export Hazardous Chemicals and Their Packaging (No. 129 of 2020);

4. The United Nations' Globally Harmonized System of Classification and Labelling of Chemicals (GHS);

5. United Nations Recommendations on the Transport of Dangerous Goods Model Regulations (TDG Regulations);

6. Classification and Labeling Standards for Hazardous Chemicals (GB3000 series standards);


4、 Declaration process for imported hazardous chemicals

1. Apply to the customs for registration of the consignee and consignor of import and export goods. For details, please refer to the "Regulations on the Administration of Registration of Customs Declaration Units of the People's Republic of China" (Annex 37 of the General Administration of Market Regulation No. 240 "Announcement on the Announcement") and the "Announcement on Including the Consignee and Consignee of Import and Export Goods in the Reform of" Multiple Certificates in One "(Announcement No. 14 of 2019 of the General Administration for Market Regulation);

2. Entrust a customs declaration agency or declare customs to the customs themselves;

3. Prepare hazard disclosure labels and safety data sheets in accordance with GHS requirements;

4. Declaration of Conformity for Imported Hazardous Chemical Trading Enterprises;

5. For products that require the addition of inhibitors or stabilizers, an explanation of the actual name, quantity, and other details of the added inhibitors or stabilizers should be provided;

6. Make an appointment and accept on-site customs inspection.


5、 The inspection and supervision requirements for imported hazardous chemicals shall be implemented in accordance with the mandatory requirements of China's national technical specifications for imported hazardous chemicals and their packaging, mainly including port inspection, transfer inspection, destination inspection and other inspection methods. The inspection content includes whether it meets the requirements of safety, hygiene, health, environmental protection, fraud prevention, as well as related quality, quantity, weight, and other items. Among them, safety requirements include: (1) whether the main ingredients/component information, physical and chemical properties, hazard categories, etc. of the product comply with relevant requirements. (2) Is there a Chinese hazard warning label on the product packaging and is it accompanied by a Chinese safety data sheet; Whether the content of the hazard disclosure label and safety data sheet meets the relevant requirements. The packaging used for imported hazardous chemicals should be inspected for compliance with relevant requirements, including packaging type, packaging labeling, packaging category, packaging specifications, individual weight, and packaging usage status.


What is a dangerous goods certificate?

The "dangerous goods certificate" is a commonly used term, specifically referring to the "Inspection Results Form for Packaging Performance of Inbound and Outbound Goods" and the "Identification Results Form for the Use of Outbound Dangerous Goods Transport Packaging". If 'dangerous goods' is a' tiger ',' dangerous goods packaging 'is a' cage for the tiger '. Does' performance testing 'mean testing whether the' cage (i.e. packaging) 'is sturdy or not through experimentation? Is it firm or not? Can we keep the 'tiger' (dangerous goods) locked up? Can we ensure the safety of long-distance transportation Use qualified identification to issue the "Identification Results Form for the Use of Outbound Dangerous Goods Transport Packaging". Dangerous goods packaging inspection: The danger of dangerous goods is much more fierce, complex, and harmful than that of "tigers", so both domestic and foreign laws and regulations have higher requirements for dangerous goods packaging. The United Nations has developed the "Recommendations on the Transport of Dangerous Goods Model Regulations" and international rules for the transportation of dangerous goods by sea, air, rail, road, etc., to standardize the packaging and safe transportation of dangerous goods. According to the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing regulations, the production enterprise of dangerous goods packaging containers for export shall apply for performance inspection of dangerous goods packaging containers from the place of origin, and the production enterprise of dangerous goods for export shall apply for use appraisal of dangerous goods packaging containers from the place of origin.
