Registration of New Chemical Substances in China
The Chinese Ministry of Environmental Protection issued the "Environmental Management Measures for New Chemical Substances" (Order No. 7 of the Ministry of Environmental Protection, hereinafter referred to as the "New Measures") in January 2010 and officially implemented it in October of the same year.

What substances need to be declared?
(1) New chemical substances not listed in the "List of Existing Chemical Substances in China" and mixtures containing the above-mentioned new chemical substances;
(2) The item contains intentionally released new chemicals;
(3) If the raw materials or intermediates of pharmaceuticals, pesticides, veterinary drugs, cosmetics, food, food additives, and feed additives belong to new chemical substances, they need to be declared as new chemical substances;
(4) Intermediate products or products with specific functions such as surfactants, plasticizers, preservatives, dispersants, and flame retardants, if they belong to new chemical substances, need to be declared as new chemical substances;
(5) Chemical substances such as variable component substances, complex reaction products, etc. that have no unique and uncertain molecular structure, as well as polymers, if they belong to new chemical substances, they need to be declared as new chemical substances.
