A work plan developed in advance to effectively prevent and control potential accidents, minimize accidents and the damage they cause.
1、 Basis for processing
According to the "Management Measures for Emergency Plans for Production Safety Accidents" (Order No. 88 of the State Administration of Work Safety) and the "Guidelines for the Preparation of Emergency Plans for Production Safety Accidents in Production and Business Units" (GB/T29639-2020), the emergency plans for production safety accidents prepared by production and business units shall be filed.
2、 Scope of Emergency Plan Filing Services
1. Enterprises engaged in the production, operation (with storage equipment), and storage of hazardous chemicals (excluding port operation enterprises that store, load, and unload hazardous chemicals), as well as chemical enterprises that use hazardous chemicals in quantities that meet national regulations;
2. Enterprises that constitute major hazard sources;
3. Industrial and commercial enterprises, including production and operation units in industries such as metal smelting, non-ferrous metals, building materials, machinery, light industry, textiles, tobacco, etc.
3、 Types of emergency plans
Emergency plans for production and operation units are divided into comprehensive emergency plans, special emergency plans, and on-site disposal plans.
1. Comprehensive emergency plan refers to the comprehensive work plan formulated by production and operation units to respond to various production safety accidents. It is the overall work procedure, measures, and emergency plan system for the unit to respond to production safety accidents.
2. Special emergency plan refers to a specialized work plan developed by production and operation units to respond to one or more types of production safety accidents, or to prevent production safety accidents for important production facilities, major hazard sources, and major activities.
3. On site disposal plan refers to the emergency response measures formulated by production and operation units for specific locations, installations, or facilities based on different types of production safety accidents.
4、 How to choose the type of emergency plan
If production and operation units have multiple types of risks and may encounter multiple types of accidents, they should organize the preparation of comprehensive emergency plans.
2. For one or more types of accident risks, production and operation units can develop corresponding special emergency plans or integrate special emergency plans into comprehensive emergency plans.
3. For places, installations or facilities with high risks, production and operation units shall prepare on-site disposal plans.
5、 Emergency plan preparation process
1. Establish an emergency plan preparation working group;
2. Data collection;
3. Risk assessment;
4. Emergency capability assessment;
5. Develop emergency plans;
6. Emergency plan review.
6、 Submit materials
1. Application Form for Filing Emergency Plans for Production Safety Accidents of Production and Business Units;
2. Risk assessment results and emergency resource investigation checklist;
3. Emergency plan for production safety accidents;
4. Written minutes (argumentation) materials for emergency plan review.
7、 Implementation of emergency plan
1. Production and business units shall organize and carry out training activities on their own emergency plans, emergency knowledge, self rescue and mutual rescue, and evacuation skills, so that relevant personnel can understand the content of the emergency plan, familiarize themselves with emergency responsibilities, emergency response procedures, and measures.
2. Production and operation units shall formulate their own emergency plan exercise plans, and organize at least one comprehensive emergency plan exercise or special emergency plan exercise per year based on the accident risk characteristics of the unit, and at least one on-site disposal plan exercise every six months.
8、 Revision
If any of the following situations occur, the emergency plan should be revised and archived in a timely manner:
1. Significant changes have occurred in the relevant provisions of the laws, regulations, rules, standards, and higher-level contingency plans based on which they are based;
2. The emergency command organization and its responsibilities have been adjusted;
3. Significant changes in the risk of accidents faced;
4. Significant changes occur in important emergency resources;
5. Other important information in the contingency plan has changed;
6. Problems discovered during emergency drills and accident emergency rescue that require revision;
7. Other situations that the compiling unit deems necessary for revision.
