Overview of Chemical Safety Technical Data Sheets:

The Safety Data Sheet for Chemical Products (SDS) is an important document for conveying information on chemical hazards. It briefly describes the information of chemicals in terms of safety, health, and environmental protection, recommends protective measures and emergency response measures. It is an effective method for chemical production and import enterprises to convey basic hazard information of chemicals to downstream users. It is a guiding document for the safe circulation and use of chemicals, a technical guide for emergency operators to carry out emergency operations, and provides technical information for the development of safety operation standards for hazardous chemicals. It is an important foundation and means for chemical registration and management, as well as an important content of safety education for enterprises. Chemical safety labels use a combination of text, graphic symbols, and codes to indicate the hazards of hazardous chemicals, propose safety precautions for use, and quickly convey safety information to relevant personnel. The Convention on the Safe Use of Chemicals in the Workplace, implemented in 1994, has been practiced for many years. Although chemical safety technical specifications and chemical safety labels have played a good role in the safety management of hazardous chemicals, there are still problems of insufficient strictness and standardization in the implementation process. Therefore, the State Council of the People's Republic of China issued Order No. 591《Regulations on the Safety Management of Hazardous Chemicals》Effective from December 1, 2011.

The regulations stipulate that hazardous chemical production and import enterprises shall provide chemical safety technical specifications that are consistent with the hazardous chemicals they produce, and affix or hang chemical safety labels that are consistent with the hazardous chemicals on the packaging of the hazardous chemicals. The contents stated in the chemical safety technical specifications and chemical safety labels shall comply with the requirements of national standards.

This regulation requires that: 1. Enterprises engaged in the production and import of hazardous chemicals must provide safety technical manuals for hazardous chemicals and affix or hang safety labels on the packaging of hazardous chemicals; 2、 The provided safety technical instructions and chemical safety labels should be consistent with the hazardous chemicals produced or packaged, and their content should comply with the requirements of national standards.

In order to standardize the preparation of chemical safety technical specifications and chemical safety labels, the General Administration of Quality Supervision, Inspection and Quarantine of China has issued GB/T 16483 "Content and Order of Items of Chemical Safety Technical Specifications" and GB 15258 "Regulations for the Preparation of Chemical Safety Labels". The contents stated in the chemical safety technical specifications and chemical safety labels shall comply with the requirements of the above-mentioned national standards.
